The Recreational User Law covers liability near water, etc. If we tried to lock a park every day, we would have more of a liability locking someone in.New property committee priority items: Continued encroachment, especially on the Monon. Since we are not in a position of law enforcement, we need to get DMD to enforce encroachment laws. Increase coordination with Indianapolis' public art initiative Ideas from the committee: Communicate with other cities about property issues. This committee has the opportunity to be more proactive. Since we support economic development in appropriate areas, the property subcommittee could form relationships with property owners to get parkland donated, or trail access installed. PROPERTY SUBCOMMITTEE OBJECTIVE Foster relationships with developers and property owners to become more proactive. ACTION STEPS The Property Subcommittee will aid in negotiations with Pennsy Trail property owners. The Property Subcommittee will write a letter to DMD to express concern about encroachments on green space. Marketing Subcommittee MinutesDecember 16, 2004 4:00PM Committee Attendees: SILVER, HICKS, JOHN, PAYNE Others in attendance: Ray Irvin, Lori Keys, Terri Van Zant (Indy Parks Greenways) SUBCOMMITTEE ISSUES Greenways Foundation funding and marketing ideas -- graphics by Tom McCain Projects that need funding: South White River ($1.8 million construction cost; $850,000 TE funds received) Fall Creek Trail, Monon to Central (design complete; estimated $500,000 needed for construction) 71st Street, Eagle Creek to Intech Park (estimated $500,000 needed) Little Buck Creek -- Tibbs Rd. to Southwestway Park (estimated $1.5 million needed) Warfleigh Levee, White River at 67th to College ($40,000 needed) Ideas from the committee: Hold joint meeting with the Greenways Foundation Solicit more private corporations Co-convene with Greenways Foundation for event such as Monon Festival; CICF would serve as a sponsor Advocate membership instead of selling merchandise Better utilize IGDC time on public television Obtain PSA time on television and radio MARKETING SUBCOMMITTEE OBJECTIVE Generate public support and funding sources. Coordinate with other interest groups to advocate what we are doing and our impact on quality of life. ACTION STEPS Ray Irvin will obtain final approval on the Greenways Foundation Donation Train sign and get the sign installed. Terri Van Zant will schedule a joint Greenways Marketing Committee meeting with members of the Greenways Foundation and the IGDC in the second week of January. Thomas John will make calls regarding PSA's. Brian Payne will draw up a one page summary of his ideas for greenways memberships. Discuss moving IGDC meeting from the third Tuesday to the third Thursday of the month. All attendees approved Thursday meetings for 2005. Utilize community service workers, obtain quality used equipment Defacing signs, trail surface wear and tear, and landscape maintenance are most common issues Ideas from the committee: Obtain a needs list from Greenways maintenance and staff for donated equipment Solicit tax deductible contributions to Greenways Foundation Adopt specific projects, e.g. seal coat the Monon Utilize construction trades and training programs for labor, e.g. Top Notch Electrical, Jay Light Center Subcommittee members utilize their contacts in the industry to ask for help MAINTENANCE SUBCOMMITTEE OBJECTIVE Serve as liaison between City/Greenways maintenance needs and private industry (e.g. construction trade companies, engineering, delivery), thereby supplementing City maintenance resources ACTION STEPS Greenways staff will make a "Needs List" by the January IGDC meeting listing needed equipment, small projects, desired amenities and bridges Maintenance subcommittee members will divide up the list and contact private industry to search for donated equipment and labor Tour of Greenways Maintenance Facility ADJOURN MEETING, 9:35 am The next Indianapolis Greenways Development Committee meeting is scheduled for January 20, 2005 in Room 118 of the City County Building. Safety and Security Subcommittee MinutesDecember 17, 2004 3:00PM Committee Attendees: PAPENMEIER Others in attendance: Ray Irvin, Lori Keys (Indy Parks Greenways) SUBCOMMITTEE ISSUES Budget Review -- $425,000 slated for maintenance out of $829,000 budget for 2005 Pogues Run -- recreational user law covers liability, as DPR signs list trail rules. ATV's are an issue. Neighbors can help as trail monitors; parks rangers will continually patrol the park. Trail Monitors -- maintain volunteers who already use the trails; could serve as extra eyes for cleanup and maintenance issues. Most common issue is graffiti Ideas from the committee: City employees such as IFD need to complete fitness training; we should ask that they use local trails as much as possible Contact IPD neighborhood officers about patrolling the trails; some departments already bike on trails SAFETY AND SECURITY SUBCOMMITTEE OBJECTIVE Utilize community resources to maintain a positive presence on the greenways. ACTION STEPS Contact IPD and IFD; request that they continue to use trails for fitness and training if they do not already. Arts Subcommittee MinutesDecember 16, 2004 3:00 PMCommittee Attendees: SILVER, SOMMERS Others in attendance: Ray Irvin, Lori Keys (Indy Parks Greenways) SUBCOMMITTEE ISSUES Budget Review -- We will not have CIP funds for two more years New arts priority items: Increase public art on locations other than the Monon Increase coordination with Indianapolis' public art initiative Ideas from the committee: Joyce Sommers gave an update on Artspark at the Indianapolis Arts Center (IAC). In the parking area, 5 foot square pedestals will display rotating art for 18 months to 2 years at a time. Nine sculptures are going up in May, while IAC's Grand Opening will be held August 20, 2005. Greenways could utilize the same concept of rolling out temporary art pieces. The subcommittee suggested applying for public art funds to roll out IAC art on the greenways. Improve the Broad Ripple bridge over the Central Canal; could get it soda blasted. Continue working closely with the Cultural Trail and Cultural District. This project aims to raise $17 million. Since the Monon connects to two cultural districts, perhaps funds could be set aside each year for greenways art. ARTS SUBCOMMITTEE OBJECTIVE Serve as liaison between Greenways and the City's public art initiatives. Help raise funds and find resources for art on the trails. ACTION STEPS Ray will follow up with Chris Radford regarding the O'Bannon sign. Greenways staff will compile a photographic inventory of walls that need art murals. Joyce Sommers will talk to Dave Thomas about the Broad Ripple turtle sculpture. The Arts Subcommittee will tour Pogues Run Art and Nature Park with Dave Thomas from IAC.
