REVISED MINUTES OF PUBLIC MEETING -- November 17, 2005

Meeting called to order at 5:07 PM

Minutes from September 2005 IGDC meeting were approved. (Motion, Shikany, Second, Myers)

PROJECT UPDATES:

IRVIN and VAN ZANT reported on the following:

NOVEMBER HIGHLIGHTS

  • Art murals continue to enhance trails
  • Eagle Creek Trail official opening
  • Volunteers spruce up trail with plantings, maintenance and restoration projects

Morris Kurz, 64th Street Mural

Morris is a mural artist that presented his rendering to the committee a few months ago and has begun to work. Mr. Kurz took it upon himself to supply the materials to repair the building. Art work has begun and is continuing, Greenways supply the paint, but Mr. Kurz donated his work, time and other material for preparing the building for his art.

Winthrop Supply has completed their repairs to the 120-foot building in preparation for Mr. Wells' mural. The building has been patched and primed. Mr. Wells has begun applying the base coat. Detail work will be done with aerosols.

Both murals as all Greenways murals will be graffiti coated once the artwork is complete.

Eagle Creek Greenway - A public ribbon cutting was held November 4th. to open the 1.5-mile trail-piece connecting Eagle Creek Park to neighborhoods from 56th to 46th Street. The trail section is partially located within the Mary and John Geisse Soccer Complex and partially on property leased from the Indianapolis Airport Authority. This portion comprises part of a 16-mile corridor that would connect to Zionsville to the North and to the White River Trail south of downtown. Trail amenities include mile markers, secondary trails, and native plants installed between the trail and fields. Future plans exist to install a bike lane along Eagle Creek Parkway from 46th Street to 34th Street to connect even more neighborhoods and provide more destinations.

Pike Connectivity - Road projects throughout Pike Township will connect to Eagle Creek Park, Northwestway Park, Eagle Creek Trail, and Lafayette Rd. DPW is installing a path along 56th St. from Georgetown to Lafayette as part of a road widening project. INDOT's Fast Track project on I-465 at 71st, 79th, and 86th Streets includes sidewalks and paths, adding to the walk ability of the township. More land was acquired, keystone wall added.

Fall Creek Greenway -Trail project for Phase II from 56th to Skiles Test (Shadeland Ave.) was bid in May, contractor was accepted, with project cost of 1.3 million, inspector was hired. IDOT has conveyed that there are no existing delays, and they have received Parks match. Park anxiously awaiting date of a pre-construction meeting. Greenways staff will be working with the new parks Grant writer to resubmit the TEA grant for lower Fall Creek (Monon to Central Ave.)

VOLUNTEER PROJECTS

Central Canal - The Broad Ripple Canal north terrace between the Monon to Guilford was originally constructed and planted in 2000 with turf grass, rose bushed and low-grow sumac. The impetus for this restoration was the weeds, specifically Siberian elms. Roses prevented adequate weeding measures. Beginning in June with Greenways' VISTA students, Greenways began restoring the landscaping. Indianapolis Hebrew Congregation volunteers help for an afternoon in September. Additionally 20 students from IUPUI Sociology and 25 high school students from Senator Evan Bayh's office, helped wrap this project up by completing the weed and rose bush removal, and planting 130 new Chokeberry shrubs. This project will be completed next spring with the addition of short-grass prairie plants to replace the turf and new trees. Some of the Evan Bayh's students also spent some time cleaning up the drinking fountain area at 71st and the Monon.

Service Learning Day with IUPUI Sociology students; honeysuckle and trash removal at Upper Fall Creek future trailhead.

APO, Service Day, 13 students from Alpha Phi Omega came to plant trees and shrubs donated by IPL to replace recently relocated spruce trees along the Monon.

NEW BUSINESS

Monon bridges over Canal and Fall Creek Parkway will be repainted this spring. Cost estimate $30,000.

Greenways staff is working with DPW to see if they will allow mountain bike access along some of the levees throughout the city. A service road exists along much of the levees and could easily provide recreational use and alternative transportation.

IRVIN reviewed his attendance of a National Greenways discussion in Detroit, hosted by Community Foundation of South East Michigan. Group is working to establish a national think tank.
